I. Tendering organization
WWF is the world’s largest conservation organization with 5 million supporters and a global network of offices and partners operating in more than 100 countries. WWF’s mission is to conserve the world’s biological diversity, to ensure that the use of natural resources is sustainable, and to make consumption more sustainable.
 
The Collaboration for Forests and Agriculture (CFA) is a regional partnership supported by the Gordon and Betty Moore Foundation, and led by the National Wildlife Federation, TNC and World Wildlife Fund. CFA seeks to eliminate the loss and degradation of forests and other natural habitat that result from beef and soy production originating from the Brazilian Amazon and Cerrado, and the Chaco region of Argentina and Paraguay. CFA is working with key market actors, including corporations across the value chain, financial institutions, and others to create a systemic, industry shift towards responsible beef and soy value chains.
 
One of the Strategies of CFA Project is “Aligning Capital” that seeks that Paraguay's private and public financial institutions apply standards, guides and instruments that stop illegal forest deforestation in the national territory and decrease the rate of deforestation on Paraguay. Among other goals, the engagement with Public Finance Institutions -in this case financial, development and technical assistance entity of the Paraguayan State denominated “Fondo Ganadero”— to formalize and strengthen environmental requirements, reporting and provisions to comply with the provisions of the “Guidance for Environmental and Social Risk Management for Entities Regulated and Supervised by the Central Bank of Paraguay” and support NDCs from Paris Agreement.
 
 
II. Objectives
The production of beef and soy in key Latin American regions is the leading cause of deforestation and other key environmental impacts. The Gordon and Betty Moore Foundation (GBMF) has launched a significant new market-based initiative in order to make the production of these two commodities more sustainable. WWF is a partner and co-architect in this initiative, along with several partners on the finance component of the project including The Nature Conservancy, Ceres, World Business Council for Sustainable Development, and the National Wildlife Federation. This group wants to understand better the role of finance in the expansion of these industries and to ultimately redirect the financial flows to sustainable production. 
 
The objective is to develop a manual of practices and procedures for environmental and social risk management that will serve as a tool for the analysis of processes and practices to be applied in the framework of the credit cycle to ensure a systematic and consistent application among the operations of the “Fondo Ganadero” and to comply with the provisions of the ”Guidance for Environmental and Social Risk Management for Entities Regulated and Supervised by the Central Bank of Paraguay (BCP).” The goal is to have the appropriate policies and procedures approved by the Board of Directors of “Fondo Ganadero” and executed by the corresponding staff designated within the framework of the application of these policies and regulations.
 
III. Activities
  • Work meetings with representatives of Fondo Ganadero and WWF-Paraguay Sustainable Finance team, and the selected consultant to carry out this work to prepare the manual on environmental and social risk management practices, policies and procedures; and the design, development and implementation of an environmental and social risk analysis system for the Fondo Ganadero, to determine the required documentation and reports (e.g. evaluation or risk assessment forms).
  • Development of a methodology based on the regulations established by the BCP.
  • Gathering of necessary information from the Management and Departments’ teams at Fondo Ganadero for the fulfillment of the objectives of each team.
  • Gathering the necessary information via interviews, surveys, questionnaires applied to Management and Departments’ teams and other tools and strategies considered relevant for the fulfillment of the objectives of the Fondo Ganadero.
  • Analysis of existing processes for granting loans, credits and investment opportunities, in order to obtain a thorough knowledge of the business objectives.
  • Review of existing manuals, related documentation and all material available at the Fondo Ganadero, for subsequent updating, consolidation, modification or incorporation into the environmental and social risk management practices, policies and procedures manual, as well as their inclusion within the processes for granting loans, credits and investment opportunities.
  • Optimization of the processes for granting loans, credits and investment opportunities, evaluation, rating and assessment of the work currently being carried out for their adaptation and optimization.
  • Development of environmental and social risk management practices, policies, and procedures, as well as the structuring of the Fondo Ganadero’s Environmental and Social Riks Department (staff capacity, roles, and responsibilities of the same) that will be in charge of the analysis and evaluation of environmental and social studies.
  • Assess, mitigate, and monitor socio-environmental risks in loan operations, in a structured manner.
 
VI. Deliverables
 
The main product to be delivered is a manual of environmental and social risk management practices, policies and procedures, in addition to the design, development and implementation of an environmental and social risk analysis system (SARAS) for the Fondo Ganadero including:
  • The elaboration, development and implementation of manuals of practices, policies and procedures of Environmental and Social Risk Management.
  • The design, development and implementation of an Environmental and Social Risk Analysis System (SARAS) for the Fondo Ganadero.
  • The development of the required tools and forms to identify, evaluate and monitor the Environmental and Social Risks of the clients.
  • Definition of structural requirements for its correct implementation.
  • Define roles and responsibilities of the staff working at the Fondo Ganadero’s Environmental and Social Risks Department who will be in charge of the analysis and evaluation of the environmental and social studies.
  • Development of Environmental and Social Risk Management procedures and guidelines.
  • Develop a SARAS implementation process that includes advice, monitoring and training.
  • Analyze and include any requirement described in Resolution No. 8 Act 78 dated November 22, 2018 and others not mentioned above, which will serve for the implementation of Environmental and Social Risk Management, in addition to including good practices in the field.
Final report in English with all information that should detail the methodology applied to achieve the main objective of the consultancy; the Manual for Environmental and Social Risk Management Policies; the System for Practices, and Procedures, Environmental and Social Risk Analysis;  annexes with databases,  surveys and interviews conducted; and support documentation.
                                              
VII. Supervision
WWF-Paraguay will supervise the work.
 
 
VIII. Requirements
The proposal will be selected according to four factors:
  • Relevance: proposals should present in detail the relevance of the chosen approach to achieve the objectives of the consultancy. The quality of the technical proposal will be considered.
  • Experience: the direct experience of the proposed team of consultants will be a very important criterion in the selection process. Indirect experience will be also relevant for the evaluation.
  • Budget: the most competitive budget that best fits the requirements of the study will be considered.

X. Budget and Payment terms
  • Contract value subject to the negotiated economic proposal in US dollars;
  • All deliverables reports must be submitted or translated into English in addition to Spanish.
  • Estimated timeline to complete this work is 4 months.
  • Payment Schedule will be directly linked to the submission and approval of the technical products (advance payments are not possible) and linked to the work plan. For this purpose, a payment schedule will be agreed in the contract, taking into account progress reports for the achievement of the final product containing:
1) Detailed product description;
2) Estimated delivery date;
3) Description of progress stages. The work must be completed and paid for by December 15th, 2020.
